Dale
Cowan, MSW
Dale Cowan received a Masters Degree in Social Workfrom Our
Lady of the Lake University, in 1973.
In addition to working for a number of state and federal
agencies, Dale Cowan worked as a Disability Examiner and
a Disability
Hearings Officer conducting hearings in a circuit that covered
South Texas. In 1988, he left government employment and started
Disability Analysis. Originally Disability Analysis provided
expert vocational testimony at Social Security hearings and
consultation to law firms practicing before Social Security.
Eventually, Disability Analysis expanded to providing representation
for claimants. Dale Cowan is a founder and the 1st president
of the National Association of Disability Representatives, which was instrumental in the shaping of PL203-108 (Social Security Protection Act of 2004), which addressed fees for non-attorney representatives.
